Verification documents keep getting rejected

Dear Support team,

I have been trying to order a USD card for over three weeks now, and the clear scan of my utility bill keeps getting rejected with the message that it's unclear or unreadable. I would like to get in touch with an agent to discuss this issue because I am not quite sure of what constitutes readable if a scan does not suffice, and I am getting tired of waiting for weeks just to get the same automatic message. I cannot provide a bak statement because I receive nothing in my name, the utility bill is all I have. Does it need to be paid? Does it need to have a seal? Are there any specifics on the issue date? Does it need to be in pdf or jpg? I just don't understand what the problem is, and would appreciate the help.
