paying to a payoneer a/c holder

Received payment today into my payoneer account. I want to send money to another payoneer account holder but it keeps saying

"We're sorry but you cannot make a payment at this time"

What does that mean? What am I doing wrong?

I have a deadline. Can someone help me with information?
