In need of assistance. misinformation regarding "Target clientele" - request payment bloked

I got the "Target clientele explanation" in the verification center and due to not understanding what was needed of me, I sent misinformation that made It look like I'm breaking terms.
In reality, I use this service to request payments from shops, which I design, manufacture and provide glass products to (Which doesn't break any term).
I've spoken to two support agents and found out I have nothing to do about this misunderstanding.
My business was not taken seriously and I was handed the same excuse; "This is the final decision from our approval department"
I'm very upset about this and would like to know if it happened to anyone else.

If anyone has good alternatives to Payoneer, I would love to know.
