Why I can't received a payment from client?

My client send me a money about 20$, but I can't receive them, the client sent me this popup:

"It looks like <email> currently cannot receive payments initiated by clients. We'll notify you when <email> is able to receive your payment."

But I can receive payment from [email protected] with the same amount, twice, without problem..
please help me with this issue. thank you very much.
