My card has expired and balance is blocked: How can I get a new card and unblock balance?

My card has expired about a year and a half ago and I don't see option to order a new one.
Also, when I login I see "Balance Blocked".

How can I order a new card (and unblock balance)?

    I don't get any replies from the support (maybe they need more time).
    I'm thinking about closing my current account (where the balance is blocked and card has expired) and creating a new one... but not sure if Payoneer would allow doing that?

    Any suggestions/ideas?
