My card is declined: everything is correct and I have credits

Today I tried to pay my netflix subscription using my card but it was accepted. It said something like I have an error with the payment method. And when I reached Netflix support about this, they said,

"I know that you might feel like we are declining your payment but we are the ones who requests for the collection of the payment and it's your billing institution who do not let us to collect it."

Can someone from Payoneer please help me solve this issue please?
