Need help to reactive my existing account or create a new one

HI,
I am Sandun working with media.net as a publisher.
I created a Payoneer bank account and verified it long ago (in 2016). But unfortunately, I couldn't be able to make any cent in that period as a freelancer. So, I didn't use my account since I created it.
In 2020, I now a blogger, and I am working with Media.net. They have provided Payoneer as a payment option, and it is the only available option with media.net.
So, I logged into my old account to connect it to my media.net account. But, once I log into my account, I saw that there are problems with my account now.
1) "Home," "Receive," "Pay," and "Withdraw" tabs are not available in the main menu. The activity tab is the only available one.
2) My Payoneer card balance is locked, and the card has expired long ago.
3) I cannot add any bank account to withdraw because there is no option available in my account to add a bank account. I know the place where to add it but nothing in there.
I don't know whether my account is blocked or deactivated due to long time inactivity.
So, what should I do? Do I need to create a new account, or could I fix my existing account?
Please could anyone guide me? I have tried to contact customer care in many ways but failed.
