I need help I can't buy with my card

I have 1.32$ on my card, and I want to buy a game for 0.34$, it keep getting declined and saying on my mobile application " transactions on your card can't temporarily cannot be processed contact us ". but I can't contact the support since everybody knows they don't respond. can anyone please help. much appreciated
