Card was compromised and I have to wait the charges to be confirmed to open a dispute. Why?

Earlier today (December 4th, 2020) my card was compromised and someone from Singapore stole around $1400 from it. I contacted Payoneer by phone ASAP and talked to a very nice agent who blocked my current card and issued a new one.

However, I just got an e-mail from her saying that in order to open a dispute and request the chargeback I have to wait until December 11th since right now the transaction is pre-approved and it needs to be confirmed.

I may be missing something here but this doesn't make any sense at all! Why wait until a fraudulent transaction is confirmed before taking action? This is my main income, the money I have to pay my bills, and I feel like Payoneer is not aware of the criticality.

The reference number I got in the e-mail is "201204-016641".

Can someone please shed some light on this? I'm sure there must be a way to cancel the pre-approval and return the money back to my account, right?
