My Balance is Blocked and Payoneer is not Responding from a Month

Hello!
Why my Account Balance is Blocked ?
I just created an Account Years ago and Also Oder master card but I didn't use this account due to some personal reasons.
Now i want's to use this account ASAP but my balance is Blocked.
My master card is Expired kindly remove that form my account and i want's to add new bank Account to withdraw my Money..
I have contacted you Many times but didn't get proper response..
But this is urgent now
So kindly Unblock my Balance and remove card from account
