Didn't understand this mail from payoneer

Dear Payoneer Representative,
One of my referral sign up with my referral link, after the sign up he received this type of mail. What does this mean....
Dear Kiran Aryal,
We have received your application for the Payoneer Prepaid MasterCard card, however, we will only be able to process it once you have a pending payment available from Payoneer-Affiliates. Once you have such a payment available, please contact us directly by replying to this e-mail, or through our Payoneer Contact Form.
When you contact us again, please state that you have a payment for your account with Payoneer-Affiliates and include a screenshot of your account with Payoneer-Affiliates, showing that you have transferred a payment. Once we verify this, we will process your application.
Please, make me understand this mail in simple words.....
