Canceled payment from IRS

Yesterday I received a letter from Payoneer with the content that I indicated below:

IRS TREAS 310 recently attempted to make a payment to you through the Payoneer Global Payment Service. Unfortunately, we are unable to process payments from the IRS TREAS 310 through the Global Payment Service.

Below are the payment details:

Payment ID
Amount $

This payment will be returned to IRS TREAS 310 within 7-10 business days, you will not be charged any commission. For a complete list of restrictions on the Global Payment Service, please see our Terms and Conditions.

When I logged into my account, the card was blocked, I activated it.
Tell me if this will help to receive payment? What needs to be done for it to be credited again? Or I must find any solutions to this problem?
maybe Need to contact Payoneer? Or are there any other options?

    Hi there,

    In regards of this particular payment, the account actions you perform are not relevant to the acceptance of this payment.

    At this time, we cannot support the receipt of IRS-related payments unless you have performed a job for them as an independent contractor/freelancer. This includes stimulus or refund payments.

    Unfortunately you will need to explore options outside of Payoneer to receive this payment.
