Can I open an account as expat?

Hello!
I am trying to open an account but the autobots seem to have problems with verifying them.
I am a Dutch expat living in China. My passport is Dutch and i only have a residence permit (with photo ID) issued by the Chinese government, and a police registration form issued by the Shanghainese government. There is not ID document for expats living in China.
I wanted to add my Dutch bank account statement which also has my registered address on it in China.
I called the customer service, but the girl on the phone didn't really understood the situation either. She kept saying I need to upload an ID document issued by the Chinese government. And after a few questions she came to the conclusion that as an expat you cannot open an account at Payoneer.
Is that true, is it impossible to open an account when your residential address is in a different country than your passport?

Hi there,
It is possible to create an account as an expat.
The main thing that we need is proof of address for your current country. Its fine if the ID is of a different country but we do need a utility bill or bank statement that can verify your current address.

Thank you Kaz! I did upload all that already. My Dutch bank acoount states my address in China. Is there any email address I can use to send all the documents to, to get it verified by a real human instead of a bot?

Hello,
I've been facing a similar problem with my Payoneer account since last August. It's frustrating... I am a Tajikistan citizen residing permanently in neighbouring Uzbekistan, and I do not have any utility bills or bank accounts in the country of residence in my name. What is the real way around this problem? I was offered a number of contracts by major global platforms but am unable to perform any tasks for them as the Payoneer verification process has never been completed. Please help!
