Not receiving the card a second time

I applied for the card for the first time and I waited for a while until I received the email. But since I did not receive such an email, I informed Customer Care and applied for a card again and they said that I would receive the email within 3 days as they said but so far I have not received anything. It's been about a month now :'(

    Our service allows you to withdraw funds from Payoneer to your bank from any of the currency balances available on your online account. This can be done at any time once you have attained the minimum balance amount to initiate a withdrawal request.     If you require the Payoneer card for immediate access to your online balance, you will first need to begin receiving payments.

    You can receive payments from one of the following methods:

    The option to order the card will become automatically available on your online Payoneer account once you have received at least $100 (or the USD equivalent) within the last 6 months in payments.

    Please note that payments received via the Make a Payment service, from eWallets, or from IPSPs (Internet Payment Service Providers) will not count towards the minimum threshold. For more information, please visit our Support Center.

    This means that the balance must exceed $ 100 to apply for a card. Then the reason I did not get the card is because my balance is less than $ 100
