Weird issue with an incoming payment

Payoneer won't confirm an incoming payment unless I "Submit a document that clearly shows the credit card used to make this payment. Make sure to mask your card number so that only the last 4 digits are visible." Why am I asked for this? I'm the one getting paid, I don't have the card and I don't want to bother my client asking for photos of their credit card. It's also asking me to "Provide a copy of the payment method owner's government-issued photo ID". What is this? Am I supposed to ask my client to take photos of their ID?

    We have also sent this email to your payer, many payments cannot be approved until the documents have been provided and reviewed, as you are posting about a credit card payment, you have about 7 days before the payment expires.
