i can't send payment to another payoneer user, i can't even withdraw

when i try to send payment to another user i get this error:
"Before you can make a payment, you must receive further payments from one or more of the options below", i have 43$ in my account and i've also connected it to Upwork


and when i try to withdraw to my bank i get "you dont have the minimun funds required for withdraw"
while i have 43$ in my account

Please note that the minimum withdrawal limit is set at 50 USD. Make sure to have at least that amount on your USD balance before requesting a withdrawal.

Additionally, there is a threshold for sending payments to other Payoneer users. The exact amount may vary depending on the services you use most and your revenue sources.

i also tried to refill money from my bank to payoneer but nothing seems to work, how

Also, as a reminder, keep in mind that this service is only for business-related transactions and can't be used as a withdrawal solution.
