Paying for VPN with Payoneer Card

Here, in forbidden transactions (www.payoneer.com/legal/restricted-businesses) it mentions VPN... It's a bit confusing... Is that mean that I can't buy a VPN subscription using my Payoneer card? Sounds weird.
