A few days ago i have a new account (29/9/15). but how i get may payoneer card. Please solved my problem.

    i want to add my payoneer master card with paypal but when i try to add my master card with paypal then they show me a message that is "The bank that issued your card didn't approve this transaction. Please contact the card issuer's customer service department if you have any questions. Or you can add a different card now to continue." So please solve my problem.
    I was sent an Email to payoneer support center but they did not solve my problem. Please do something
