136  signed up through me in Dec 2015 but I have $0 earned until know.

    The refer a friend sign up reward is credited to your account once your referral has earned at least $100 in total payments. So signing up through the link it only the first step of a two step process. Once your referral earned at least $100 in total earnings, the $25 reward is credited to both you and your referrals account within 24 hours.

    136 person signed up through me in 2015 until now I did not received any rewards even 1 person form 136 person and remember also in the old refer platform there was more than 1000 clicks and 136 sighend up = 0 rewards from 2015 and now we are in 2017, If that's right then that's means I am the owner of the worst luck in the world haha.

    Getting people to sign up through the link is the easy part :)

    To me it sounds like you are going fishing, you put up a lot of links on social media and blogs to get people to sign up (setting up the bait) and waiting for one of your sign ups to start earning money through Payoneer to receive the $25 reward (catch and reel in the fish).
    This method can work, but there is no guarantee that the majority of the users will earn money through the service this way.

    Remember, we are only human and we like to click on shiny blue URL links and watch them turn purple B)

    In this case you could take a different approach and focus it to your line of work and promote it online. If someone asks you about how you get paid, you can tell them you do it through Payoneer and provide them the link as an insentive to sign up. The chances of getting a reward in this case will be higher as you are talking to the person directly.
    Also if you get asked by someone outside of your work field about it (such as ecommerce or other freelance fields), you could give them the link and tell them to sign up as well and along the way get to know the different type of work that is done online in the modern age.

    This can be a bit more time consuming, but the chances for rewards will be higher.
