Payments in IN Pending Authorizations

I have a payment under Pending Authorizations.
2 days passed and still pending
why ?

    When using the card at the local/online store, at times even through the transaction was completed successfully, the settlement date has yet to be defined because the merchant did not "settle" the transaction. in this case, the transaction will be placed on hold (pending authorization) until the merchants completes the transaction.

    This is most common with hotels and vacation rental establishments as the transaction will be held until the transaction is settled. Other merchants such as ATM's may also put a hold on the funds until the transaction is settled.

    i have withdrawn fund from ATM , 2 days ago.

    so this is normal ?

    so till pending is over , i wont be able to know the charge amount fee been taken from me beside the fee payoneer takes
