The ability to transfer funds to other Payoneer users is a service that is available for practically anyone that signs up with Payoneer. While it is a free service that is being provided, Payoneer does require its users to achieve some activity in receiving payments before this option can be enabled.
Payments that are received through the Global Payment Service, Billing Service or from companies that payout directly through Payoneer with count towards the availability of this service feature.
Receiving transfers from other Payoneer users will not count towards the availability of this service.

If you have been active in receiving payments through the Global Payment Service, Billing Service or from companies that payout directly, but the ability to transfer the funds have yet to be enabled for your account, you will need to contact Payoneer support to see if this feature can be enabled for you.
Please note that the Payoneer service is first and foremost designed to assist users in receiving payments for services that you provide. This is why most first time users who try to disburse funds to other Payoneer users will not be able to do this.
After you receive several payments through Payoneer, the function will be enabled automatically so you can begin paying other Payoneer users for services they provided to you.
If you are receiving this error messages when trying to pay another user, you will need to receive additional payments before the feature can be enabled.
How did you get paid? The ability to transfer funds using the service is enabled once you reach a certain treshold. You can contact the support in order to verify when it will be enabled.

The reason that we don't publicly state the threshold is because the threshold is not constant to every Payoneer account, and there are factors within one's account that determines the threshold. Additionally, the threshold has changed due to changes in banking regulation.

@jesil We can see that you have an old card account which we no longer issue. We advise you to contact our support team directly so they can verify your details and proceed in closing that account. Then, you will be able to reapply for a new account that has all of our new and updated features we now offer.
