cannot send money to another Payoneer account

Whenever I try to send payment to another Payoneer account I receive this error
"Looks like you need to receive additional payments before you can make payments for free."

I already loaded my account with more than 40$ and activated my card ?

so why I can't send payments ?

    Hi,
    You will surely end with a removal of the send payment option. That's what happened to me. This service is no more serious and they will say that you must meet our terms and conditions.

    Cant send payment to another Payoneer user. Get message "We are sorry but u cant send payment at this time". Sent before so cant understand what is happening

    i have similar issue but can not solve it till now
    when i want to pay anyone it says

    also emailed them but did not get any response till now

    The ability to transfer funds to other Payoneer users is a feature that is available for all, however you must be active in receiving payments from clients and companies that pay through Payoneer before the feature becomes available. Even if after you receive several payments the feature has yet to become active, please note that you will need to receive additional payments before the option becomes available.

    Remember, receiving transfers from other Payoneer users will not count towards making this service feature active.

    I am also seeing this message whenever I am going to make payment but I have received payment from fiverr just now and my account have 48 dollar.

    Adam i think this service is not treating its customers right it's just a matter of time a better service will emerge.
    how can someone have fund and he/she is restricted on what to do with it

    I'm trying to use the service to reimburse a contractor for costs incurred, but it also gives me this error and doesn't let me do so. Given Payoneer is advertised as a way of paying other users, I think not actually providing this service or a transparent way to enable this service fits the definition of "not treating customers right".

    I see this topic raised on several discussion threads and no solutions offered. Dan, perhaps you have pull with the top-brass and can sort this issue out for me, Ahmed and presumably countless other Payoneer members?

    I also have the same issue on my account even after receiving payment multiple times on my account. I really hope payoneer can do something about this
