How to verify my account in Nigeria without passport

I have started receiving payments. My country's government has stopped issuing the plastic id cards. The payoneer site only asks for passport. I do not have an international passport or driver's license. I only have an NIN slip issued by the government. What can I do to verify my account.

    We are only able to approve the plastic ID, or another goverment issued photo ID.

    We will not be able to approve the paper ID.

    What about the new e-generated NIN, not the paper slip, printed from NIMC
