Question Regarding Inactivity Fee

I have a few questions. I don't plan on getting a Payoneer card, just using the account to receive payments.
1. If I leave my account open for a year with no activity and the balance of my account is $0 will I be charged the $29.95 fee for being inactive?
2. If I am charged the $29.95 fee and there is no money in my account will it be taken from my outside bank account or will I have a negative balance in my account?
3. If it does create a negative balance on my account and I return and start using my account again will it attempt to recoup all past $29.95 inactivity fees before allowing me to have a balance?
4. If I know I wont be active on my account for a year can I close out my account?
5. If I close out my account is it possible to reopen it at some point in the future?
6. Can closing a Payoneer account effect my credit score?

Thanks for making a clear list!
1) If you do not have any balance you will not be charged the $29.95 fee
2) We cannot charge from your outside bank account, and you will not go into a negative balance
3) As stated before you will not go into a negative balance.
4 +5) If you close your account you may not re-open your account, you could open a new account though.
6) There should not be a connection between your Payoneer account and your credit score
