Is this a scam?

Hi, I am hoping the community can help me here. I got an email that funds were transferred into my payoneer account, but in order for me to receive those funds I need to make a payment (for transport of goods in this case) and send them the proof of payment and then they will release the money. This sounds like a scam to make me pay and then not get anything, anyone have any advice on this?

    Please note that all requested details should be uploaded to your Verification Center.

    To submit a required document, please follow these steps:

    Log in to your Payoneer Account
    Click Settings and choose Verification Center from the dropdown menu
    Open the relevant requirement to find a secure upload window
    Upload the required document
    Click Submit

    Thank you for your cooperation, once we receive your document we will be able to proceed with your request.

    Kindly note all requests from Payoneer will come from an email that looks like [email protected]
