How do I even start using Payoneer?

Hello.
I created my account with the sole purpose of making monthly payments to someone. I do not own a business and its not business related at all (yet It still says "required" to provide my business details on the settings page). During account creation I selected "personal" account type, not business. Verified my ID, added my bank account information, but I do not understand how to increase my account balance. There is no button for it, I only see "withdraw" button under balance. Must I open a card? When I look at card eligibility it says I cannot open one until I receive a payment of at least 100$ in past 6 months. How am I supposed to do that? As I said, I registered to make payments, not receive them.

p.s. Contacting customer support ended in a useless robot response to open myself a card (to which I'm not eligible without someone else paying me). Its like they didn't even read my ticket and just marked it as "solved", hence why I am asking for help here.
