Private loads are not supported (it was supported befor)

when i tried to load my card from other card it sais (Private loads are not supported for this card), so please what about this issue? i want to load my card but it keep telling me this message, can it be fixed ? 
my account is activated and i recieved many payments Withdrawal befor
 (using us payment service) it was blocked lately i don't know why ?
so please help !!
