I got email from 2Checkout and thay say this:

 

"Payoneer only supports certain countries for receiving funds from 2Checkout, unfortunately, Payoneer does not support payments to Serbia through their system.  You will need to choose a different option for receiving payments from 2Checkout."

    Payoneer does support payments to Serbia - I would suggest following up again with 2CO to check why they sent you this response.

     

    I will also make sure to pass on this feedback to them.
