My Card application declined

I made an application and card request but I my master card order declined and my account has been blocked and Error message appeared ( Account Blocked! (#MA104) Please contact customer support )
and also E-mail message received says : We're sorry, but your recent application for a Prepaid MasterCard® has been declined.
Should you believe this to be an error please contact us at Payoneer Contact Form

and I recieved another message says :

So I want t know what is the problem and why my card application has been declined and also my account has been blocked ?!
what Should I do ?
I am From Egypt - Cairo
24 Years old
Need Payoneer to transfer money Instead of paypal which is so complicated for me .

Thanks for reply, and I did sent 2 messages so far and still no response yet ?!!
The Message was sent on 25/06/2013, Shall I expect reply? and when ? or should I send another Message ?
