Do Cross Border Bank Charges apply to ATM (3%)

Hi Payoneer,

I withdrew money from my bank in Uganda Kampala - Barclays Bank  directly from MasterCard to Cash in dollars. (From counter not ATM) The bank charged only 7$ and i was charged the extra 3% for cross border Charges.

  1. Who charges the 3% extra charges?
  2. Does this also apply to ATM transaction? 
  3. Which is the cheapest way to withdraw cash in same currency Dollars?

    The charges applied are according to MasterCard's terms and it depends on the ATM and Bank where you withdraw. Probably the bank you used charges the fee for counter withdrawals.

    1 -. 3% and the Mastercard charge applies to withdrawal from the bank, ATM and if you buy with the card.
    2.-ATM transactions, also is charged 3% (cross border Changes) and more than 1% extracted.
    3.-Find the Bank and ATM, which charge less .. all have different fees.
     
    Note: it is best to pay everything with the card, you save the fees, you pay only 3% (cross border Changes)
