I found it works good if you go to the website add something to the shopping cart and then choose PayPal. When you get to the part where it says add a credit card use your Payoneer card. For me that works good

I talked to Support seems there is no way around this limitation, that sucks. I was really hoping i could use it for more than 9 transactions per day.
