I've read news from different blogs about this which they tell the same story, those who are new payoneer users who tried to add their payoneer bank account details to paypal is not accepted but others are able to do so, I wonder why.

I think winsten perspective might be correct, I also use Payoneer USPS not just to withdraw paypal but also use it to purchase online.

It seems paypal is getting stricter with account holders with payoneer, maybe because other users are abusing the system of verifying PayPal account using US Payment Service creating multiple accounts.
