There are no good way for that purpose, but if you have Internationally usable Debit/Credit Bank Card you can try private loading service. Please keep in mind that I never tried it and there is no guarantee it will work. Contact customer care have a chat session you will get right option.

I think no one can't provide exact rate before a complete transaction. For my personal estimate I check the rate here xe.com and deduct about 2-3% conversion cost. So far from my experience it works.
